Oxford was at a range in Loganville, about 35 miles northeast of Atlanta, on Aug. 18 responding to a 911 call about property damage. a lady told the officer that two people had thrown a bottle at her car, threatened to assault her, and said they might beat her 9-year-old child, consistent with the handout .
"The incident of the bottle being thrown was captured on surveillance video," the discharge said. "That video shows a lady come and retrieve the bottle from the yard before police arrived. The complainant directed the officer to the house where she believed the suspects were staying."
When Oxford visited the house of the suspects, he recognized an individual on the porch together of these within the surveillance video, consistent with the discharge . Smith began yelling at Oxford, and therefore the officer yelled back and told her that she might be arrested if she didn't let him do his job.
"After several warnings, the officer told Smith that she was under arrest. Smith resisted a lawful command and refused to be placed in handcuffs. After refusing to be placed in handcuffs, she was warned that she would be tased. After she resisted the officer’s commands she was tased and placed in handcuffs," the handout states. "After she was placed in handcuffs she kicked the officer and continued to be uncooperative."
The arrest was captured on cellphone video and shared on TikTok. In one video posted to the location , Smith is heard telling Oxford that she wasn't going anywhere.

"You're on our property. We didn't call you," Smith says within the video. "I'm not going anywhere."
When the officer tries to arrest Smith, she tells him to not touch her. The officer appears to roughly grab her by the arms as several people start screaming, the video shows.
"Get on the f---ing ground," the officer says. "Get on the bottom ." Oxford is then seen using his stun baton on Smith, causing her to fall during a bush.
Another video shows Oxford trying to put Smith in handcuffs as a struggle ensues. A second officer arrives and helps Oxford arrest Smith. The videos are viewed many times on TikTok.

"I told Smith that she got to either calm down or remove herself from the scene and if she didn't she would be further obstructing my investigation and would be arrested," the report states. "Smith once more continued to yell and shout during which I then told her she was under arrest."
Oxford wrote that as he tried to handcuff Smith, she pulled faraway from him and he deployed his stun baton and she or he fell. He then tried to put her in handcuffs.
"While putting the handcuffs on Smith she continued to tug her arms faraway from me in attempts to not be handcuffed. i used to be ready to place one handcuff on Smith's right wrist but was unable to secure Smith's left arm thanks to her pulling it faraway from and refusing to suits commands of 'give me your hands.' I then utilized a arm lock/leverage technique on Smith's left arm so as to urge the left arm behind her back to be handcuffed."
